Welcome to the Consolidated Public Water Supply District #1 Web-Based Billing System’s Consumer Portal.  Easily manage your utility account from anywhere.

The Consumer Portal gives you:

  • ability to view and pay your bill online
  • sign up for paperless billing
  • ability to set up automatic bank draft
  • change contact information
  • email the utility office
  • direct access to meter reading and consumption information

Creating an Online Registration

  1. With a current utility bill at hand, open your web browser, enter https://cooper-customers.utilitybillingsystem.us/#/login into the address bar, and select the Enter key on your keyboard to go to the 
  1. Click on the Register Account link below the quick pay button.
  1. Enter your full name that matches exactly with what is printed on your utility billing statement.  If you name is in all CAPS enter in all CAPS.   
  1. Enter your account number that matches exactly with what is printed on your utility billing statement.

Follow the rest of the onscreen instructions.  You should receive email confirming your registration was successful.  Moving forward your email address will be your user name.  Please contact our office if you have any trouble.

    Payment By Mail

    If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.  Mail to:

    Automatic Bank Draft

    The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the ACH Recurring Debit Form (if available) located in the Forms & Reports Section and drop it off or mail it to our office, along with a voided check. 

    Payment Drop-off Location

    You may pay your bill in person at our office address. We accept cash, but no change will be available.  We also accept check, or money orders. To avoid longer wait times, please note that Mondays, Fridays and the first day after a holiday are normally very busy.  Our office is located at 1941 Boone Villa Dr. Boonville, MO 65233 and office hours are Monday, Tuesday and Thursdays 8:30am - 5:00pm, Friday 8:30am - 3:00pm and closed on Wednesdays.  

    Payment Through Financial Institution Online Bill Pay

    Many financial institutions such as major banks offer their customers the ability to pay their bills via an online bill payment service (through your bank's website). Normally, these services debit the customer's checking or savings account to pay the bill. Depending on the financial institution, they may or may not charge a fee for the service. Payments may take up to seven business days to post to the customer's account. Please consult with your bank for more information.
